On December 19, the US Department of Commerce's Bureau of Industry and Security (BIS) issued a notice announcing the list of 13 enterprises located in China, declaring that they were included in the "unverified List" (UVL), which will officially take effect on December 19, 2023.
The BIS circular details the names and addresses of the companies, including two affiliated with Foxconn: Fulian Precision Electronics (Tianjin) Co., Ltd. and Nanning Fulian Fugui Precision Industry Co., LTD., as well as Jia * Technology Group Co., LTD., an affiliate of a well-known domestic electronic components trading platform, and Guangzhou Core Cloud Intelligent Technology Co., LTD., a wholly-owned subsidiary of Yunhan Core City, are listed.
Liu Pengyu, a spokesman for the Chinese Embassy in Washington, accused the United States of generalizing the concept of national security, taking discriminatory and unfair measures against specific Chinese companies, and politicizing and weaponizing economic and trade issues. He said the "unverified list" was another example of the US targeting Chinese companies.
The "Unverified list" is a list established by the BIS to restrict exports to certain entities. Unlike the "Entity List", the "unverified list" serves more as a transitional "watch list" and "suspect list". This means that the United States suspects that the export controlled goods of these entities may cause harm to the national interests of the United States, and they are included in the "unverified list" despite the lack of substantive evidence. The real purpose of the measure is to compel the entities concerned to cooperate with BIS inspections, but not to completely deny them trade opportunities within the United States.
However, once a company is included in the "unverified list", the stability of its supply chain will face impact. At the same time, US exporters will be more cautious about cooperating with these companies, and may even choose to refuse to cooperate with listed Chinese companies to reduce potential risks.
Companies on the "unverified list" must prove the end use of their products within 60 days, or they will be further placed on the more restrictive "entity list."
